Mandy, If you dont already have it you might be wise to speak to your risk manager and see how far down the line you are for NHSLA3. If you are going for it you will need an audit policy etc with your Medical Equipment Policy. I mention this cause its a lot easier to do whilst you are doing the policy instead of leaving it until later.

How can quangos, extra managers (which the NHS appear to bring in every time there is re-structuring being done) save money. Somebody has to pay for their services. More common sense is required.
