Graham the department I work in is a bit a head of yours. The good thing is that they have your backing, unfortunately I didn't, my head of department at the time didn't agree and I'm currently going through the local greavance procedure.

Try and compare nationally and locally what other trusts have got for their MTO2's and see how it compares with your trust. It might help if you can show that your trust is the only one in the area who have been graded this low and if they do a similar job argue it on consistence.

As has been said many times, it is not the people who are being assessed, it is the job description. If a JD only askes for a scout badge and the person has a PhD in astrophysics and has worked in an identical job for 20 years, it is the JD that is scored.
Make sure the paperwork is right, forget the people actually doing the job. It is the employer who says that they are suitable or not, i.e. their qualifications and experience is equivalent and matches the JD requirements.
If your JD only asks for KTE at level 4 that is all the points they will get. If it asks for more then the panel have got it wrong.

I asked the Union (Amicus)local office for advice on the issue of R&R and was told - quite forcefully - that it wasn't for the likes of us but only for time served craftsmen in the Estates Department.
My understanding was that it was agreed nationaly that Medical Physics Technicians and the like should receive it. But the Trust view is that the value of the award is set locally and in our case it was decided that we didn't need it.

DJ although there is no nationally set level of rrp except for craftsmen, THERE IS an agreement that all those groups listed in annex R (2005 T&C handbook) should receive long term r&r to ensure to loss.
There are very few trusts that are paying r&r for anything else than the no loss principle, and there is nothing in the agreement to force them to do so (anything above no loss is set locally, ours was set to £0). However since the premia is applied to groups if one technician needs r&r for protection purposes it should apply to all others doing that job, or risk equal pay disputes, but most HR will fight tooth and nail to resist (or more likely just say no and ignore you), so you will most likely need union support to pursue even this.

I thought I might bring this back to life as we have finally been banded. OK here are the results of the Aberdeen Jury. BAND 6 FOR EVERYONE. MTO's 3,4 and 5. Go figure cos we can't.

IE MTO3 mostly made band6, Mto4 split between 6 & 7 and the majority of Mto5's on band 8a or above. But remember this is from a fairly small sample so not definitive.

I've been banded 5 and was a MTO 3 but have been awarded R&R at the nationally set level for craftsmen.
