You are indeed correct, according to "EC regulations" we are now on 230 Volts.
Why I hear you ask ?
Well as far as I am aware the voltage has not changed, but the level of tolerance has (ie 230 +/15 ish) rather than 240.
Our calibrated DMM measures over 240 volts anyway (maybe that's not calibrated to EC regulations !!)
