I think you may have miss-read the "glass window" idea, Chris. It's not about preventing bad behaviour (there will always be arseholes about), it's about nipping it in the bud! Confronting it, if you like ("zero-tolerance"). Like most other things in life, it's all about leadership (or lack of).
