I have not put forward an argument that is misleading.
You are able to open the cover and remove the syringe without an alarm, and without having to break any part of the pump. I don't have to read the manual to discover this...as I have been able to do this in practice.
Yes this may be tampering, but taking the syringe out of a syringe pump is also tampering. But we try to avoid this happening by having a lockable cover. Except the lockable cover is openable without a key...
Why have a cover then????
