Has any one had any dealings with a powerPerfector?

There is one fitted at Cirencester Hospital, Dudley and other Trusts.

Apparently it is a "Voltage Power Optimiser" which drops the mains voltage supply inside the hospital and hence reduces power consumption by about 8% (they say).
