I am impressed when tax-payers' money is spent wisely, and as intended ... that is, on caring for the sick, the welfare of the young and their mothers, the elderly, the injured, and the needy.
Meanwhile, if hospital staff need to be entertained during the working day (shift, whatever), then let them do as everyone else must - and pay from their own pockets.
