Typical MHRA sitting on the fence as far as I'm concerned, too much guidance without any substance. Instead of saying, for instance safety test all equipment once a year it will say equipment needs safety testing regularly. Could and would be more powerful if it was prescriptive but is more a paperweight for the desk
