It's something that Public Sector workers are encouraged (have the time, get the funding ... whatever) to do.
I agree public sector workers are encouraged regarding CPD (which any good employer should do public or private), but you are wrong about us having the time to pursue this (have a cup of tea, pursue more CPD maybe do a little work, another cup of Tea, then think about what next for my CPD porfolio) and across the country as we speak, funding for this type of activity is being greatly reduced.
Easy life this public sector lark!
