From what I've seen this largely failed because the suppliers just couldnt provide the "full" services the EBME's could all considered.
Quite a few started offering really low (what looked like competative contracts) but once you look into them its £££ out of the coffers all the way.
And whether you like it or not MES is there for one thing to make the provider money otherwise they wouldnt be in business. Whereas EBME look for a win win situation on the trusts behalf every time, its their job.
