I don't think individuals or non-NHS employers should rely on regulation being "kicked into touch" nor worry too much about who facilitates entry onto registers, e.g. IPEM/IET. It's the requirements laid down by the regulator that are most important and how regulation is actually implemented. The DoH/NHS is a massive stakeholder and commissions a lot of work involving the public and private healthcare sector - my point is that the organisation seems pretty keen on regulation.
