PIR and DALI lighting controls would offer you complete control of all the lighting from a single point. They can be programmed to automatically dim and lighten areas around the hospital at different times of day, and take into account the amount of natural light available too. If you are looking to upgrade the lighting at any point this should be specified as a requirement. It is expensive in comparison to individually controlled luminares, but as techman says, the money saving it will offer is a side issue. The real benefit is the reduction in CO2 emmissions attributed to your premises, which I believe is an initiative with some weight behind it at present. Maybe you can get some additional funding towards it in this case.
