A lot of time could be wasted by a lot of people - and yes, from past experience, "the centre" will wait till everyone has done the work, then issue their own list !
The problem I have is deciding what it is they want us to monitor. I can think of Key Indicators to show how hard we work, or how many repairs every technician does every day, or how long it takes us to respond to a breakdown call, etc etc, but is that really what they want ?
I have a strong suspician that they don't really know how to go about it and are waiting for us to come up with some ideas - so how about it ? Has anyone done anything on this issue yet ?
