Ged, read section 19d) and 19e) this explains how the tests should be done - my interpretation is that parts defined as enclosures are not likely to be earthed at all - that is the point of testing for enclosure leakage and is the opposite of what you've said.
Further; you say applied parts are not likely to be earthed - what about an earthed bed frame already defined previously as applied part? There are protectively earthed electrical beds all over the country aren't there?
