It would cast the net globally, and hopefully give opportunities to really needy people, not just youngsters either.

That´s just what i was thinking, reaching globally. The i see things, nowadays with the easy of use and solutions the internet provides (and i´m a heavy user and happy supporter of some solutions such as blogs, wikis, video and audio streaming and other collaborative virtual tools) you always have the option (with almost no additional work) of put things online.
Anyway, i could help with these tools and with some regulatory input if needed.
