Have had a quick look at it and it seems to me that there will be a cut off point for techs at around band 6 level, unless you go for management training or scientist training.
Unlikely for anything to happen for years, if for no other reason that there is no funding. It does mention registration under HPC but only to say that that is a different consultation, which probably won't happen until this is in place (my opinion).
