You're preaching to the converted there, Mate, as far as I'm concerned. I take the simplistic (
naïve?) view that the NHS belongs to the People. It is paid for by the People, and it's for the benefit of the People.
So, any work that's done in NHS time is done for the People, and anything produced in NHS time
belongs to the People.
The documents I imagine you are referring to (HEI's, Health Building Notes ... or whatever such things are called these days) are freely available to those working within the NHS, but have to be paid for (quite rightly) by outsiders (of which, of course, I am one).
Yes, the NHS should have their own specs, developed and held centrally for use when required. If the MoH in Riyadh can do it (and they do), why not the NHS in the UK?
