No, I would call that a Tender Document.
Actually, I think I can claim to know a bit about such things ... certainly enough to advise that it's no good coming up with OTT "specs" that cannot be met (because such an item is not actually manufactured anywhere in the world).
I'm sure you'll agree that there is a fair amount of skill involved in drafting tender documents that a) permit a reasonable element of competition whilst b) providing the end-user with what they actually need, and c) can actually be bid against!
I should imagine that we've all seen "specs" that have basically amounted to "just copying in the brochure"! If the purchaser simply wants a particular manufacturer, model
etc. then why go to all the trouble (not to mention the
pretence) of going out to so-called "competitive" tender? They should simply raise a PO for whatever it is they want!
Meanwhile, for the benefit of "others who may be tuning in" ... MoH, MODA are not the same organisations!
