I think the point that "Scottish" was attempting to make was that if someone was found using the internet during the working day for non-work related activities, this is frowned upon by the IT department watchdogs (and others within our own workplace).
I think we have enough bureaucracy to deal with, and so long as the work is being done, I don’t feel it pays to impose further restrictive practices. This includes internet access.
A happy workplace is productive, and granting a certain leeway, or flexible approach, helps.
