Both are good ... but be aware that once you "buy in" to either Fluke or Rigel, you will also be heading down different (and diverging) roads should you then wish to grow your test equipment inventory (purchase other types of biomed test equipment, integrating software
etc.).
No doubt there are local agents out there in UAE who will be only too pleased to provide you with quotes, and (who knows) even a "hands on" demonstration or two.
Meanwhile, you might like to consider equipment from
BC Group as well. They are the third "main player" these days when it comes to biomed test equipment, and often sadly overlooked, in my opinion. I especially admire their ESU test kit.
