The tests of IEC 61010 are type tests, so not intended for in-service testing. You can only test using BS EN 50699 or the IET CoP and use the limits from IEC 61010, which are really the same as for other electrical appliances, such as AV or IT equipment.
If a service provider is not undertaking an electrical safety test how do they know the equipment is safe? If someone was injured (e.g., by an electric shock or burn) after their visit the HSE would have a field day with them!
