All our equipment is purchased through tender, therefore I am writing specs to receive quotations to match the specs, not RFQ's or PPQ's as you think. Full specifications to obtain the correct equipment for the end-user. A RFQ would take me less than 10 minutes to prepare. Tender specifications take a lot longer, I have prepared tender specs for a PET Scanner, '16 pages' would you call that a RFQ or PPQ ????

No, I would call that a Tender Document.

Actually, I think I can claim to know a bit about such things ... certainly enough to advise that it's no good coming up with OTT "specs" that cannot be met (because such an item is not actually manufactured anywhere in the world).

I'm sure you'll agree that there is a fair amount of skill involved in drafting tender documents that a) permit a reasonable element of competition whilst b) providing the end-user with what they actually need, and c) can actually be bid against!

I should imagine that we've all seen "specs" that have basically amounted to "just copying in the brochure"! If the purchaser simply wants a particular manufacturer, model etc. then why go to all the trouble (not to mention the pretence) of going out to so-called "competitive" tender? They should simply raise a PO for whatever it is they want!

Meanwhile, for the benefit of "others who may be tuning in" ... MoH, MODA are not the same organisations!

But you don't want to produce sloppy work that everyone can bid for, and you end up with the cheapest equipment from a fly-by-night agency with no after sales service or even the staff to install the equipment especially if it requires IT specialists.

Indeed! And that's where the skill I just mentioned comes into play. As I've recounted here a number of times before:-

"Sloppy work always comes back to bite you in the ass. It always does; the only questions being when, and how hard does it bite?"

Talk with the end users, supplying companies. Remove any trade names and you are on your way. As you said 'no need to go overboard'

Why should Jim need to pay for equipment specs? He has the resources of the NHS at his disposal.
