It certainly sounds like yet another gouge to me. Here's my advice:- all hospitals should refuse to pay, but otherwise carry on as before! What are they going to do ... close down the whole NHS? Otherwise, (in your case) what's £ 700 K divided by 15,000 staff members? Meanwhile, I'm happy to say that where I work, not only do we all (supposedly) "sing from the same hymn-sheet", but also restrict ourselves to timeless favourites like "Onward Christian Soldiers". No royalities to pay there, as far as I am aware. If you don't inspect ... don't expect.
