We are about to embark on a benchmarking exercise for a PFI managed equipment service. For this, we need to identify and appoint an "independent expert". Given that it's quite a narrow and specialised field, is anyone aware of any companies that would have the necessary experience? Has anyone already been through a similar process?

Interesting question. Depending upon what exactly is entailed in "benchmarking", it seems to me that the only "experts" with exprerience of Managed Equipment Services are likely to be one of the other (remaining) MES providers!

But I can't help but wonder why someone in-house (NHS) can't keep an eye on what PFI contractors are supposed to be doing?

It is a good question.
I can think of a few likely organisations to consider in possible order of increasing fees:

Public funding body such as National Audit Office

Independent specialist organisation such as ECRI

Then the private sector management consultants - Deloitte, PA Consulting, SECTA - the list is long. Another group in the private sector are law firms. Not sure if this comes as a surprise but there are a number of law practices that have people spacialising in PFI work on medical engineering services & equipment planning - if any of you have ever been to the Confederation's annual conference you'll see what I mean.
