I have been involved with the interview of people from India and Malaysia for NHS posts. There is no bar in the NHS from employing people from abroad.
There is an EU rule that preference should be given to people from within the EU. Only if there is not a suitable person, following a lot of form filling justifying why the job is being offered to a non-EU resident, the post can then go world wide.
On an unofficial note - it is difficult to assess and hence employ people who cannot attend an interview. I have tried telephone interviews, as mentioned above, and they are very difficult to arrange and conduct.
Again unofficially - the job often entails complex communication on technical matters with hospital staff so a good command of the English language is a very desirable attribute. This not often held be people who do not use it as a first language so again this makes it harder from people outside the country.
There is no official policy apart from the EU one but I think you can understand the problems we have. On top of which there are the government work permits to obtain which again require justification of why the post is being offered abroad.
It is not just a simple problem of wanting a person and giving them a job.
In the NHS we can only employ people in to vacant posts (assuming they have not been frozen) so the speculative CV is often filed in the bin as there is nothing that can be done with it.
Depending on the HR/personnel department you usually also have to complete the official application form and submit it via them so they can assess it before forwarding them to the employing department. I often see postings on this forum from abroad saying "Can I send you my CV". This is not how the NHS works, they have their rules and we all have to abide by them.

PS "Resume" is a nasty American word. In the UK we tend to say CV. Short for the Latin Cirriculum Vitae.
