VRCT entry via Grandparenting arrangements ceased December 2011. I thought at the time that this was nonesense, since no credible admission routes for some new entrants existed, or accredited educational paths for Medical Engineers / Technicians / Biomeds had been agreed.

Bit of a turnaround Jim, why should anyone pay membership fees, (coerced by the closure of the grandparenting arrangements) when we can wait until notification of compulsory registration, then join!, (unlikely with the present Government). It could be five, or ten years time, or never, if all the (V)RCT remains is an assured voluntary register.
CEng/IEng/EngTech? Your acknowledgement that the VRCT has been unable to put these structures in place via the Engineering Council "because it is too generic" does not hold water, those structures and classes of membership should have been in place prior to closing the door.
As for the other points you mentioned, it comes across as excuses for failures, as opposed to reasoned debate as to the way ahead regarding concerns raised.
The VRCT website has no portal or forum to express members concerns over the running of the VRCT, and the site is not updated regularly. The committee meeting findings are not promulgated in a timely fashion (still waiting for the 5th December updates).
In my personal opinion, you must get your house in order, before you will gain the support that you wish to attract from across the Biomedical fraternity. If you consider this as an opportunity to win across those who are disaffected, that is positive, but you are going to have to act upon the concerns raised here, sort out the infrastructure at least, before you get my vote and support.
