You should never tin the wires! Solder is soft, so even when you tighten the screw after a period of time the soft solder will migrate and the screw will become loose.

For medical equipment only the use of a ferrule is acceptable!

In fact, you will find no product fitted with a rewireable 13A plug that does not have ferrules fitted (medical or non-medical). If in doubt open a shop bought kettle, toaster, or mains extension. If you find one without ferrules you have been buying grey imports!
