When Trusts were formed each became responsible for it's own budget rather than be guided by region on how to spend money. This resulted in income generation to top up funds and departments cross charging each other to increase local budgets. I guess introducing parking charges is a way of generating income. Generating additional income has become more important as budget deficet can reduce your star rating. Our over spend last year cost us a three star rating meaning we are currently a 2.
