Any on-call travelling time should be being paid at time and a half in addition to working time and travelling expenses, which should somewhat compensate for the PT rate.
Dave if the Senior management are taking the money and refusing to come out when called (without good reason) then it could be considered to be close to fraud, and with HR departments looking to cut costs..........
