If this inductor gives a high reading for a test does that not indicate that in the real world the earth impedance will also be high and therefore not effective?
I am assuming that when you say it uses a.c. for the test it is at 50Hz. Obviously it is a different matter if it is an h.f. signal and the inductor has negligeable effect at 50Hz.
