Geoff, there is no dumbing down of standards involved!
The tests of IEC 62353 are as stringent as the tests carried out by most to 60601. Remember the device we are testing 'in service' has already passed the full range of 60601 tests before it ever came to market. 62353 simply takes that fact into account and modifies the testing to provide a quick and simple way to confirm all is still as it should be. There is no reduction of safety involved at all.
It is not reasonable to imply that somehow using 62353 will reduce the safety of any testing. But no matter what the standard used a certain amount of knowledge and experience is required to be able to perform any testing and analysis of the results and in fact this would be the weakest point in any testing, not the test standard used!
