I can confirm inductors in the earth are allowed and do exist in some equipment!
The manufacturers of the test equipment know about this problem and have confirmed the problem to me directly!
It has nothing to do with IEC 62353! It will affect any earth test as these are the same no matter what the standard (only the current and possibly the use of AC or DC is different).
The effect is due to errors in the meter and is not because the equipment under test is faulty!
